Tulsa, Okla.-based BOK Financial Corp. appointed David Stratton executive vice president, Tulsa commercial banking.
Stratton most recently served as Oklahoma region managing director at JPMorgan Chase & Co.

Oak Valley Community Bank promoted Gary Stephens to executive vice president of the commercial banking group, Melissa Fuller to senior vice president of human resources and Peter Brown to senior vice president and credit administrator.
Stephens, who started working with the Oakdale, Calif.-based bank in 2004, became senior vice president and credit administrator in 2009 and served in that role until 2015. Since then, he has been senior vice president and senior lending officer within the commercial banking group.
Fuller has been with the bank for almost 15 years, managing core human resources functions since 2004. Brown has been with the Oak Valley Bancorp subsidiary for a decade, serving as credit administrator since 2016.

Foff was an executive at Federal Home Loan Bank of Pittsburgh.

Freddie Mac elected Aleem Gillani to its board, effective Jan. 4.
Gillani, 56, served as CFO and corporate executive vice president of SunTrust Banks Inc. from April 2011 until March 2018.

Western Pacific Trust Co. appointed Alison Alfer to its board. The appointment, which is subject to regulatory approval, increases the number of directors to eight.
Alfer continues to act as the company's president and CEO.
