* Massachusetts has published proposals submitted by offshore wind developers Bay State Wind LLC, Mayflower Wind Energy LLC and Vineyard Wind LLC to the state's second offshore wind request for proposals for up to 800 MW.
* New Jersey regulators are reviewing whether to extend or reduce ratepayer subsidies to keep three nuclear plants in the state from closing, according to a report from online news provider NJSpotlight.com.
* A Wyoming legislative committee will discuss the feasibility of temporarily storing spent nuclear fuel in the state as an alternative source of revenue, the Casper (Wyo.) Star-Tribune reported.
* The Trump administration is preparing to revoke California's right to set stricter pollution rules, The New York Times reported, citing people familiar with the matter.

* New permits for shale gas wells in Ohio's Utica Shale increased
* The U.S. House will consider three bills that seek to block oil and natural gas drilling in the Arctic National Wildlife Refuge, the Atlantic and Pacific Coasts, and in the Eastern Gulf of Mexico, House Majority Leader Steny Hoyer, D-Md., said in a letter.
* Washington Gas Light Co. could face civil penalties tied to a 2016 gas explosion, as Maryland regulators probe the utility about long-standing plans to update equipment that might have prevented the deadly blast.
* Colorado-based oil and gas exploration company PetroShare Corp.
* The Seattle City Council will consider legislation that would ban natural gas for newly constructed homes and buildings, The Seattle Times reported.
* SCS Energy LLC started construction of a 4,000-standard-cubic-feet-per-minute landfill gas to renewable natural gas plant in Indianapolis, Ind. The plant is scheduled to achieve commercial operation in February 2020.

* Exxon Mobil Corp. entered a long-term agreement with SBM Offshore NV covering potential floating production storage and offloading orders.

* Mexico has started asking banks for quotes in preparation for the launch of its $1 billion oil hedging program, Reuters reported.
