Mountain Valley Pipeline asks FERC for authorization to build SCANA-backed pipe

Mountain Valley Pipeline LLC asked the Federal Energy Regulatory Commission to authorize the construction and operation of its planned MVP Southgate interstate natural gas pipeline, a project designed to meet growing demand in central North Carolina.

The company in a Nov. 6 letter to FERC asked the commission to issue a certificate of public convenience and necessity for the project, which is anchored by a firm capacity contract with SCANA Corp. utility PSNC Energy for transport of 300 MDth/d. Mountain Valley asked the commission to issue its authorization by Dec. 1, 2019, for the company to meet its target in-service date of Nov. 1, 2020, which is part of its agreement with PSNC.

MVP Southgate would connect to the Mountain Valley pipeline mainline near in Pittsylvania County near Chatham, Va., to new delivery points in Rockingham and Alamance counties, N.C. The roughly 73-mile pipeline project would deliver natural gas supplies from Marcellus and Utica shale plays to PSNC Energy customers and new markets in southern Virginia and central North Carolina.

The project would include the construction of new 24- and 16-inch pipes, a 28,915-horsepower compressor station, interconnects and associated facilities. MVP Southgate also proposed to cross Cascade Creek, Wolf Island Creek, and Deep Creek via conventional bore to accommodate recommendations from the U.S. Fish and Wildlife Service, according to a Nov. 6 news release. The number of compressor stations was also reduced to just one, from the original plan to build two, during the pre-filing process for the project.

Construction on MVP Southgate is scheduled to start in the first quarter of 2020. EQM Midstream Partners LP will operate the pipeline.
