Former Ky. state representative pleads guilty to deceiving coal company

A former Kentucky state representative, who is already in jail for bribing a state mine inspector, pleaded guilty to falsifying insurance documents on behalf of his son's company.

Wendell Keith Hall, who is serving a seven-year sentence in connection with the bribery conviction, created the fake documents after B&W Resources Inc. asked for proof that S&H Chemical Company LLC, a business owned by Hall's son that provided chemicals for B&W's coal mining operations, had workers compensation insurance.

According to Hall's plea agreement, filed Feb. 1 in the U.S. District Court for the Eastern District of Kentucky, Hall provided "at least four counterfeit, fake, and altered certificates of insurance" through interstate wires.

"It was known to Wendell Keith Hall that each of the aforesaid fake insurance documents were prepared by taking a valid, existing document that had been issued to a wholly different entity, and cutting and pasting the name 'S&H Chemical Ky, LLC' to cover the name of the real company, and in some instances, changing coverage dates and other information in the same manner," the agreement said.

Hall faces two years in prison, a maximum fine of $250,000 and a year of probation at his May 24 sentencing.
