SC regulators OK cost recovery for Duke's energy efficiency programs

Duke Energy Progress LLC received regulatory approval to recover nearly $39.8 million from ratepayers in South Carolina for its demand-side management and energy efficiency programs.

The Public Service Commission of South Carolina on Nov. 29 issued a directive approving the cost recovery tied to the expenses and net lost revenues from the Duke Energy Corp. utility's energy use reduction programs.

The cost recovery breaks down to about $27.9 million, or 70%, for residential customers and $11.9 million, or 30%, attributed to general service customers, according to regulatory filings. The South Carolina Office of Regulatory Staff, or ORS, predicted the monthly bill for the average residential customer using 1,000 kWh of electricity will increase by about $1.36.

The ORS, in a Nov. 20 filing with the PSC, recommended $510,276 in additional cost recovery adjustments to account for cost calculation errors. The ORS recommended and the PSC approved carrying these costs over to DEP's 2018 filing.

The approved rider will be effective for service rendered on and after Jan. 1, 2018. (PSC docket 2017-245-E)
