Rover Pipeline renews requests to place lines in service

Rover Pipeline LLC asked the Federal Energy Regulatory Commission to quickly grant authorization to start service on some of the final portions of the 3.25-Bcf/d natural gas pipeline project that will deliver Appalachian supplies to markets in the Midwest and Canada.

On May 24, the Energy Transfer Partners LP unit asked FERC for permission to begin operations on two laterals, the Burgettstown lateral from Pennsylvania to Ohio and the Majorsville lateral from West Virginia to Ohio; a connector line; and parts of the mainline that runs the width of Ohio. The mainline B portions would include a section between mainline compressor station 1 and mainline compressor station 2, and another length of pipe between mainline compressor station 3 and the end of the mainline.

Rover asked the commission to approve the request by May 31, which would allow the developer to meet contractual arrangements for service on June 1.

Rover initially asked the commission for service authorization for the supply connector line and parts of mainline B on May 14, and on May 7, it asked for permission to begin service on the Majorsville lateral.

Full commercial service on the 511-mile pipeline project is still expected by the end of the second quarter of 2018, although FERC warned the developer that there could be delays after finding multiple issues with restoration activities at multiple construction sites along the pipeline's route. In the May 24 letter to the commission, Rover said its contractor began full restoration of areas where work had been postponed. Rover expected the work will be finished by July 31.
