Minn. court moves Enbridge's project forward; PennEast Pipeline mulls next steps

Minn. court denies petition to revisit ruling on Enbridge's $2.9B oil project

Enbridge Inc. and the Minnesota Public Utilities Commission can proceed with plans to amend an environmental study on the pipeline giant's stalled US$2.9 billion oil pipeline replacement project after the state's top court rejected petitions to set aside the entire document. The Minnesota Supreme Court on Sept. 17 denied petitions from environmental groups and Native American tribes to revisit a June ruling by the state's Court of Appeals that sent an environmental impact assessment back to regulators for further study.

PennEast Pipeline, stung by 3rd Circuit decision, reviews next steps

A federal court decision that state lands cannot be seized by pipeline developers could be a problem for the 1.1-Bcf/d PennEast Pipeline Co. LLC natural gas transportation project, energy industry analysts said. "Is the PennEast pipeline project dead?" analysts with Williams Capital Group LP asked in a Sept. 16 note on PennEast sponsor South Jersey Industries Inc. "We do not necessarily agree that the pipeline is dead yet, but the project certainly did take a potentially ominous turn last week."

Judge stops enforcement of laws limiting protests of Keystone XL pipeline

A judge prevented South Dakota from putting into effect the largest parts of new state laws designed to protect TC Energy Corp.'s Keystone XL oil pipeline and other pipeline projects from protests that could disrupt construction. In a Sept. 18 order, U.S. District Judge Lawrence Piersol granted most of a request for a preliminary injunction filed by nonprofit organization American Civil Liberties Union, which said the laws threatened freedom of speech and the right to protest.

The Oregon Department of State Lands extended the deadline for its decision on the Jordan Cove LNG project's removal-fill permit application to January 2020. This is the second extension the department has granted on the proposed export terminal in southern Oregon; the first was in March, according to a Sept. 17 news release.

Nexus Gas to settle charges over 'anticompetitive' purchase of Ohio gas line

Nexus Gas Transmission LLC proposed to settle charges brought by the Federal Trade Commission alleging that the pipeline operator's planned acquisition of a natural gas pipeline in Ohio would impede competition. The trade commission claimed that the transaction is "anticompetitive" because of a noncompete clause in the sale agreement preventing North Coast from competing in parts of Lucas, Ottawa and Wood counties in Ohio for three years after the deal is closed.

Oil, gas lease sale in eastern states brings in nearly $1.4M in bids

The U.S. Bureau of Land Management conducted an oil and gas lease sale Sept. 12 in four states that brought in almost $1.4 million in combined bids and fees. The agency's Eastern States office said there were competitive bids on 30 of 31 available parcels for 3,031.05 acres in Alabama, Mississippi, Louisiana and Ohio, according to a Sept. 16 release from the bureau.

Another sinkhole appears along Mariner East 2's Pa. route

Investigators with the Pennsylvania Public Utility Commission are investigating a new sinkhole along the route of Sunoco Pipeline LP's Mariner East NGL pipeline system. First reported to the commission Sept. 13, the sinkhole did not affect the integrity or operation of the 12-inch steel pipe of the GRE Line that was exposed, according to the Energy Transfer LP affiliate and the commission.
