FERC approves startup of Dominion Energy Cove Point's gas pipeline expansion

The Federal Energy Regulatory Commission granted authorization to Dominion Energy Cove Point LNG LP to begin service on its Eastern Market Access natural gas pipeline expansion project in Loudoun and Fairfax counties, Va., and Charles County, Md. The Aug. 30 in-service authorization covered all project facilities except a second delivery tap on a line in Charles County. FERC found the Dominion Energy Inc. subsidiary had stabilized all areas disturbed by construction properly and was doing well in its restoration efforts.

FERC approves phased approach for Cheniere's Midship pipeline

The Federal Energy Regulatory Commission granted a change in the permit for an approximately 1.4-Bcf/d natural gas pipeline project partly owned by Cheniere Energy Inc. that will allow much of the pipeline to enter service on a date that appeases committed shippers even as the developer looks for other customers for the rest of the gas transportation capacity. In a Sept. 6 order amending the Natural Gas Act certificate for the Midcontinent Supply Header interstate pipeline project, or Midship, FERC also found Midship Pipeline Co. LLC's proposed initial recourse rates and fuel retention percentage for the interim project to be reasonable.

Sabal Trail receives positive FERC environmental assessment for expansion

Federal Energy Regulatory Commission staff issued a positive environmental review for Sabal Trail Transmission LLC's request to build and operate a new metering and regulating station and other facilities in order for Florida Gas Transmission Co. LLC to provide the developers with firm natural gas transportation service at a point on the Sabal Trail system in Citrus County, Fla.

Court preserves Nexus pipeline permit but remands eminent domain issue to FERC

In a decision that could have implications for other U.S. natural gas infrastructure projects with foreign customers, a federal court refused to throw out the certificate for the 1.5-Bcf/d Nexus Gas Transmission LLC pipeline but questioned the certificate's eminent domain authorization because some gas on the line goes to Canada. "First, it means FERC has to come up with an explanation that will pass muster at the D.C. Circuit when it reconsiders its prior decision," he said. "Second, it has to come up with a justification that works for a project where none of the gas being shipped is for a shipper with a domestic need."
