Constitution pipeline clears hurdle at FERC; Lake Charles LNG seeks extension

FERC saves Constitution pipeline from 'life support' with waiver of NY authority

A united Federal Energy Regulatory Commission found that a New York agency had waived its Clean Water Act authority over the Constitution Pipeline Co. LLC when it improperly extended a statutory deadline, removing a permitting obstacle that has held up the 650-MMcf/d natural gas pipeline project for over three years. In an order issued late on Aug. 28, all four FERC commissioners concluded that the New York State Department of Environmental Conservation had waived its authority under Section 401 of the Clean Water Act to issue water quality certification for the proposed Constitution pipeline project.

Energy Transfer units ask FERC for more time on Lake Charles LNG project

Energy Transfer LP subsidiaries asked FERC for a five-year extension to complete its proposed Lake Charles LNG export terminal and related facilities in Louisiana. In an Aug. 30 letter, Lake Charles LNG Export Co. LLC, Lake Charles LNG Co. LLC and Trunkline Gas Co. LLC requested the commission to give them until Dec. 16, 2025, to complete construction and put the project into service.

FERC approves startup of Dominion Energy Cove Point's gas pipeline expansion

FERC granted authorization to Dominion Energy Cove Point LNG LP to begin service on its Eastern Market Access natural gas pipeline expansion project in Loudoun and Fairfax counties, Va., and Charles County, Md. The Aug. 30 in-service authorization covered all project facilities except a second delivery tap on a line in Charles County. FERC found the Dominion Energy Inc. subsidiary had stabilized all areas disturbed by construction properly and was doing well in its restoration efforts.

Commonwealth LNG sees investment decision for LNG terminal project in Q4'20

Commonwealth LNG LLC said it expects to reach a final investment decision on its proposed 8.4-million-tonnes-per-annum LNG export terminal in the fourth quarter of 2020. Commonwealth provided the detail on the timing for the investment decision in a Sept. 3 news release announcing that FERC had accepted into its review process the company's Natural Gas Act certificate application for the LNG project, which has been in the prefiling process since 2017.
