The Federal Energy Regulatory Commission granted Total Peaking Services LLC's request to bring online an emergency generator that was replaced as part of an upgrade at an LNG storage plant in Milford, Conn., that helps get gas to the region in winter.
The Nov. 28 order allows the company to introduce hazardous fluids and place the new emergency generator into service. Total Peaking said it will ask to bring online a boil-off gas compressor and vaporization system replacement at a later date. Total Peaking is an indirect subsidiary of UIL Holdings Corp., which is owned by Avangrid Inc.
FERC in January issued a blanket certificate that allowed Total Peaking to increase the sendout capacity at the LNG plant, which backs up gas distribution during peak periods of demand from 90 MMcf/d to 105 MMcf/d, after sole customer CNE Peaking LLC experienced "significant load growth due to new customer additions within its service territory." CNE Peaking sends all the output of the Milford facility to gas utility Southern Connecticut Gas Co. (FERC docket CP15-557)
