Industry praises gas pipe rule; state probes NiSource utility after gas leak

Industry, safety groups praise major gas pipeline rule after years of criticism

Energy industry trade groups and safety advocates expressed relief after federal regulators revealed major revisions to gas pipeline regulations that are years overdue. The rule addresses key failures in pipeline safety that have contributed to past disasters, including inadequate record-keeping on the amount of pressure that can safely flow through a line and pipe properties within an operator's system.

Mass. hits NiSource utility with new probe of post-explosion work after gas leak

Massachusetts regulators opened a formal investigation into a gas leak on Columbia Gas of Massachusetts' system, marking the second time in less than a month the state has initiated a probe into the NiSource Inc. subsidiary's restoration work following the 2018 Merrimack Valley disaster. National Grid USA's downstate New York utilities made their case for why state regulators should not impose penalties against them for allegedly committing 1,616 safety violations, many tied to a Queens, N.Y., gas pipeline project embroiled in a qualifications cheating scandal. Brooklyn Union Gas Co. and KeySpan Gas East Corp. challenged the potential financial penalties in an Oct. 1 filing, arguing that the Public Service Commission of New York lacks authority to initiate a penalty proceeding against them.

The Minnesota Public Utilities Commission ordered the state's Department of Commerce to add analysis of the potential impacts of an oil spill in the Lake Superior watershed to an environmental study for Enbridge Inc.'s Line 3 crude oil pipeline expansion project. The Minnesota commission issued the order in response to a June court ruling that found the regulator needed to include potential impacts on the lake as part of its approval of the project.

The U.S. Supreme Court agreed to consider a case involving Dominion Energy Inc.-led Atlantic Coast Pipeline LLC's proposed crossing of the Appalachian Trail. The pipeline developer and the federal government seek to overturn a federal appeals court decision that blocked a 1.5-Bcf/d natural gas pipeline from crossing federal land between the Appalachian production area and East Coast markets. "The law and the facts are on our side, and we're supported by a broad coalition of stakeholders," Dominion spokesman Aaron Ruby said in a statement.

Report: Annova LNG secures multimillion-dollar tax abatement in Texas

Cameron County, Texas, commissioners agreed on a multimillion-dollar tax abatement for Annova LNG's Brownsville natural gas export project, the Houston Chronicle reported. The 10-year tax agreement allows Annova to make a one-time payment of $5.5 million dedicated to community-related projects and a decade of $500,000 annual payments instead of taxes, according to the article.

Columbia Gas appeals unfavorable decision on Md. pipeline easements

Columbia Gas Transmission LLC appealed a district court ruling that denied the company's attempt to force Maryland to grant easements for its approximately $25 million Eastern Panhandle natural gas pipeline project. On Sept. 20, the TC Energy Corp. subsidiary notified the U.S. District Court for the District of Maryland that it had filed an appeal with the U.S. Court of Appeals for the 4th Circuit.
