Pa. regulator approves single-digit rate hikes for ACA exchange plans

Pennsylvania Insurance Commissioner Teresa Miller has approved aggregate statewide rate increases of 8.8% for individual health plans and 6.6% for small-group health plans sold on the state's Affordable Care Act exchange.

The Pennsylvania market currently has five insurers that have remained in the state for 2018 and more than 500,000 people with ACA-compliant plans in the individual market.

Miller in a statement warned that rates could rise by more than 36% if cost-sharing reductions and the individual mandate are eliminated by federal policymakers.

"Information provided by insurers shows the extent to which instability and changes would impact Pennsylvania's 2018 health insurance rates," Miller said in a statement. "Instability caused by adverse action from the federal government will do nothing but hurt consumers who are stuck in the middle."
