The Week Ahead Europe: EU votes on combating online election interference

The EU will vote Oct. 10 on a resolution urging greater scrutiny of social media to help combat electoral interference by the dissemination of misinformation over social media and other online means.

Members of the European Parliament are recommending that a committee is set up to identify political misinformation.

Though resolutions are not legally binding, they reflect the regulatory mood in the region. Ahead of the vote, British MPs are meeting behind closed doors Oct. 8 as part of an inquiry into tech's impact on democracy.

Both the U.K. and the EU have frequently alleged that Russia has played a role in tampering with campaigns via the internet. The country also stands accused of using social media adverts to sow discontent during the 2016 U.S. presidential election.

Having signed a code of conduct in Europe in 2018, Facebook Inc., Google LLC and Twitter Inc. have all spoken of quashing misinformation networks.

Despite those efforts, concerns have grown that political misinformation is proliferating on the internet. Oxford University researchers reported a rise in "organized social media manipulation" in 2019, impacting 70 countries, compared with 48 in 2018 and 28 in 2017. Some 56 of the global incidents that the researchers identified took place on Facebook.
