Alberta's power grid operator seeks feedback as it implements capacity market

The Alberta Electric System Operator is soliciting stakeholder feedback as it shifts its wholesale power market structure to include a capacity market.

The grid operator issued a questionnaire seeking input on its capacity market design approach, design criteria and assumptions governing the market in addition to general feedback.

The comment period runs through Feb. 10, after which the grid operator will review and publish the feedback on its website.

AESO anticipates it will take three years to design and implement the changes to its market structure, and expects the capacity market will be in place by 2021. The shift in market structure comes as the province is moving to wean itself completely off of coal by 2030 while increasing the amount of power supplied by renewable resources.

To provide background for stakeholders, Alberta's market surveillance administrator released Jan. 18 two reports it had commissioned, one of which explores renewable integration into the power grid and the other of which focuses specifically on capacity market design considerations.
