Pennsylvania wants more data for permit for National Fuel's Line N project

National Fuel Gas Supply Corp.'s proposal to expand its pipeline system in Pennsylvania to deliver an additional 133,000 Dth/d to an industrial facility hit a bump when the state said an application for a water quality permit was incomplete.

The Pennsylvania Department of Environmental Protection said the application for a Clean Water Act Section 401 water quality certification and an accompanying environmental assessment were "incomplete and/or technically inadequate," according to a May 29 letter filed with the Federal Energy Regulatory Commission on June 6. The state agency provided a list of missing information. It said the developer has 60 days to submit the information or the application will be listed as withdrawn. The developer can ask for more time to respond.

National Fuel, a subsidiary of National Fuel Gas Co., submitted an application with FERC for the Line N to Monaca expansion project March 23. The project would deliver additional gas supplies to a Shell Energy North America (US) LP petrochemical facility in Beaver County, Pa. It would consist of about 4.5 miles of 12-inch-diameter pipeline, a metering and regulating station, an interconnection, and modifications to facilities in Beaver and Washington counties in Pennsylvania. The additional gas would come from a pooling point on National Fuel's Line N system and an interconnection with Texas Eastern Transmission LP.

National Fuel has said it would like to start construction in September to meet an in-service date of June 1, 2019. (FERC docket CP18-135)
