* Federal Energy Regulatory Commission Chairman Neil Chatterjee said Sept. 26 that the agency has a plan to deal with recusal issues, which have caused two hotly contested ISO New England rate changes to take effect automatically and further delayed a highly anticipated PJM Interconnection capacity auction.
* Westinghouse Electric Co. LLC agreed to acquire Rolls-Royce Holdings PLC's civil nuclear systems and services business in North America for an undisclosed sum. The deal would help Westinghouse increase its presence in the North American and European markets.
* A new federal report outlined the cybersecurity risks facing the U.S. power grid, including from internet-connected "smart" devices and coordinated cyberattacks across geographically dispersed areas, and the steps federal regulators and the U.S. Department of Energy can take to bolster grid security.
* U.S. President Donald Trump nominated Peter Gaynor to head the Federal Emergency Management Agency on a permanent basis, The Hill in Washington, D.C., reported. Gaynor was appointed as the agency's head on a temporary basis in March after former FEMA head Brock Long resigned in February.
* A report by consumer group Which? found that a number of companies promising their customers of "green" energy are not generating renewable electricity themselves or buying it directly from renewable generators but are instead purchasing cheap certificates or buying from the wholesale market.
Natural gas
* Houston-based Callon Petroleum Co. is taking its case for the planned $3.2 billion acquisition of Carrizo Oil & Gas Inc. directly to its shareholders as it fights back against vocal critics of the deal.
* A group of lawyers proposed a $143 million plan to settle class-action lawsuits related to the Massachusetts natural gas explosions in September 2018, The Associated Press reported. The proposal would benefit about 175,000 residents and business owners, pending approval by court.
* The Kazakhstan government may seek an additional $1 billion from companies, including Royal Dutch Shell PLC and Eni SpA, to settle dispute over profit sharing tied to the Karachaganak oil and gas field, Bloomberg News reported.
* Natural gas transportation companies Enable Gas Transmission LLC and Gulf South Pipeline Co. LP asked FERC for authorizations that would let Enable sell its interest in the Bistineau natural gas storage facility to Gulf South.
* Rep. Brian Fitzpatrick, R-Pa., along with Reps. Salud Carbajal, D-Calif., and Scott Peters, D-Calif., introduced a bill that calls for the elimination of the gas tax and the implementation of a fee on carbon emissions.
* A bipartisan bill that would make trespassing or damaging oil and gas pipelines a felony is making progress in the state Legislature, the AP reported.
* The Canadian Energy Regulator heard oral arguments related to an expedited application from TC Energy Corp. to change how it operates its NOVA Gas Transmission network after continuous pressure from the Alberta government and Canadian gas producers, the Calgary Herald reported.
Oil
* Oil major Exxon Mobil Corp. signed an agreement to sell its nonoperated upstream assets in Norway to Eni SpA subsidiary Vår Energi AS for $4.5 billion as part of its plan to divest $15 billion in nonstrategic assets by 2021.
* More than a decade after its unveiling to the oil and gas industry, the Eagle Ford Shale remains profitable despite challenging financial markets, speakers said Sept. 25 at a conference devoted to the South Texas play.
* International Energy Agency Chief Chief Fatih Birol warned the agency may slash its growth forecast for global oil demand for 2019 and 2020 if the global economy declines any further, Reuters reported. In August, EIA cut its global oil demand growth estimates for 2019 and 2020 to 1.1 million and 1.3 million barrels per day, respectively.
* China's shipping giant COSCO SHIPPING Holdings Co. Ltd. suspended the trading of its shares on the Hong Kong Stock Exchange after the U.S. blacklisted its tankers for allegedly moving Iranian oil, The Wall Street Journal reported.
* Coastal Louisiana representatives reached the first settlement with Freeport-McMoRan Inc. and its subsidiaries for allegedly damaging the state's coast, The Times-Picayune of New Orleans, La., reported. Under the settlement, the company would pay $100 million in cash and environmental credits over many years.
Coal
* The U.S. Department of Labor concluded that the agency tasked with ensuring miners' safety was not properly conducting its pre-assessment conferences, a step taken to allow mine operators to challenge a decision before proceeding to a more costly court proceeding.
* A coal executive accused of violating fiduciary and contractual duties struck a settlement deal that dismisses the lawsuit in exchange for the return of up to 500,000 shares of common stock.

Natural gas-fired and renewable generation increased across the U.S. in July while generation from coal continued to fall. According to the U.S. Energy Information Administration's latest "Electric Power Monthly", utility-scale generation net of hydroelectric pumped storage fell 0.4% year over year in July to 411.6 million MWh.

* Eagle Ford oil and gas production has risen this year on the back of moderate growth in total wells drilled and consistent well completion activity. Average daily oil production was approximately 1.38 million barrels per day in the first eight months of 2019 — 7% higher than the same period of 2018.
* The passage of California Senate Bill 100 expanded opportunities for development of renewable energy. Solar is projected to remain the most economical option for compliance with the state's 2030 renewable portfolio standard into the mid-2020s, when penetration levels begin reaching critical mass, expanding the potential for wind projects as the state looks forward to its "zero-carbon" policy milestone in 2045.
