Report: French regulator accuses Amazon of abusing position

French regulators allege Amazon.com Inc. has abused its dominant market position and are seeking to levy a fine of €10 million, according to a report in French newspaper Le Parisien on Dec. 18.

The decision to impose a penalty on the e-commerce retailer follows an investigation by the consumer fraud office, which concluded that Amazon imposed unfair conditions on small vendors, such as shorter delivery times, the report said.

"We do not comment on outstanding legal proceedings," a spokesperson for Amazon said in an email to S&P Global Market Intelligence.

Separately, the U.K.'s Advertising Standards Authority said Dec. 15 in an email that it had received five complaints about Amazon's delivery service and its assessment of those complaints was at the initial stage.

"We have not yet made a decision on whether the complaints warrant an investigation," the ASA added.

Amazon's Prime service, which offers next-day delivery, is failing to meet its target in the run-up to Christmas, according to a report in the Guardian on Dec. 17.

Amazon said it is not being investigated by the ASA.
