Senate confirms former CSX exec to lead federal pipeline safety agency

The U.S. Senate on Oct. 5 confirmed Howard Elliott as the U.S. Pipeline and Hazardous Materials Safety Administration's administrator.

Pipeline industry representatives welcomed the confirmation announcement.

"We applaud the Senate for its quick work in approving Howard Elliott to serve as PHMSA administrator. Elliott brings extensive experience and leadership in safety, security, operations and emergency management to PHMSA," Donald Santa, the Interstate Natural Gas Association of America's president and CEO, said in an emailed statement Oct. 6.

Elliott is a 40-year veteran of the U.S. freight rail industry, having served previously as vice president of public safety, health, environment and security at CSX Corp.'s CSX Transportation Inc.

The Senate's Committee on Commerce, Science and Transportation on Oct. 4 voted to report Elliott's administrator nomination favorably, with no discussion about the nominee.
