FERC approves DTE Midstream lateral to Pa. power facility

The Federal Energy Regulatory Commission approved DTE Midstream Appalachia LLC's natural gas lateral project that will feed the Birdsboro Power LLC power plant in Pennsylvania.

The commission issued a certificate order on March 15 for the DTE Energy Co. subsidiary's Birdsboro pipeline project. The project will run 14 miles through Berks County, Pa., starting at an interconnection with Spectra Energy Partners LP's Texas Eastern Transmission LP and ending at the Birdsboro Combined Cycle Plant. The 12-inch-diameter pipeline would deliver up to 79,000 Dth/d of gas to the 450-MW power plant.

Commissioner Cheryl LaFleur and Commissioner Richard Glick dissented from the order. They disagreed with FERC's decision to not press further with an analysis of climate change damages related to the project in the commission's environmental review.

The order was not posted in the FERC library at the time the article was published.

DTE Midstream submitted an application on May 1, 2017. FERC staff issued a favorable final environmental assessment for the project on Nov. 15, 2017. The power plant and the pipeline received water quality permits from the Pennsylvania Department of Environmental Protection earlier in March. (FERC docket CP17-409)
