Bellingham, Wash.-based Peoples Bank promotes 2; City Holding elects director

S&P Global Market Intelligence presents a daily roundup of management and board changes in the bank and thrift industry. This feature excludes C-level leadership changes and stories previously covered by S&P Global Market Intelligence.

* Bellingham, Wash.-based Peoples Bank promoted Amanda Scoby to senior vice president and audit director, and Jennifer Evans-Thompson to senior vice president and director of mortgage lending.

Scoby joined the Peoples Bancorp unit in 2014 and is a certified public accountant. Evans-Thompson joined the bank in 2015 as a real estate loan operations manager.

* Stephen Johnson was appointed Community Reinvestment Act officer at Bank First.

In addition to his CRA responsibilities, Johnson serves Bank First as Waupaca market president.

Manitowoc, Wis.-based Bank First National is a unit of Bank First National Corp.

* John Rohman is resigning as a director of Camden, Maine-based Camden National Corp., effective Feb. 23, which is the date he will reach the mandatory retirement age for directors.

Rohman served as president and CEO of WBRC Architects/Engineers from 1973 until 2011, SNL records show.

* City Holding Co. elected Diane Strong-Treister to its board effective immediately and expiring at the next annual meeting of the shareholders scheduled for April. This increases the number of directors of the West Virginia-based company from 13 to 14.

The board expects to recommend Strong-Treister as a class I director, whose terms shall expire at the annual meeting of the shareholders in 2021, for shareholder approval in the election of directors scheduled for April.

She joined Manpower in 1987 and began expanding the Manpower offices and growing it to 11 locations. Strong-Treister became president and owner in 1997 after the death of her husband, Loren Treister. Strong-Treister continues to operate the 11 Manpower offices in West Virginia and Eastern Kentucky.

* Carver Bancorp Inc. promoted Isaac Torres to senior vice president, general counsel and corporate secretary.

He has served as the New York-based company's first vice president, assistant general counsel and corporate secretary since June 2014.
