Report: Tribe seeks to enter state review of Dakota Access pipeline expansion

The Standing Rock Sioux Tribe asked a North Dakota agency to become part of the review for an expansion project for Energy Transfer LP's Dakota Access crude oil pipeline, the Pipeline & Gas Journal reported.

In an Aug. 28 motion, the tribe, which led a challenge to a section of the original 1,172-mile Dakota Access pipeline before it entered service in 2017, requested that the North Dakota Public Service Commission grant it intervenor status, according to the news report. Standing Rock attorney Timothy Purdon said the status would allow the tribe to cross-examine the company and call witnesses. A hearing on the expansion is set for Nov. 13 in Linton, N.D.

In July, Standing Rock and other opponents of the line said they planned to challenge the company's proposal to double the pipeline's capacity from more than 500,000 barrels per day to 1.1 million bbl/d. In an Aug. 16 motion, the tribe asked the U.S. District Court for the District of Columbia to stop work on the expansion project until a full environmental review was completed.

The planned expansion in North Dakota would cost between $30 million and $40 million, and construction work is expected to begin by late 2020, according to a June 20 fact sheet.

A member of the Standing Rock Sioux Tribe helped arrange the construction of the largest solar array in North Dakota, a project developed from a solar-powered trailer that demonstrators used during protests against the Dakota Access expansion on the Standing Rock Reservation.
