Rosebud to receive permit for new underground mine in Ohio

An Ohio regulatory official said Dec. 7 that Rosebud Mining Co. will be issued a final state permit by the end of the month for its proposed Stautner underground thermal coal mine in Harrison County, Ohio.

In addition, the Ohio Division of Mineral Resources Management deemed complete Rosebud's application for its proposed Carrollton Warrior underground thermal coal mine in Carroll County, said Brent Heavilin, the agency's permitting manager.

"The permit will be issued by the end of the year as the company wants it done by then," Heavilin said about the Stautner permit, which includes 50 surface and 4,404.4 underground acres.

Until recently, Kittanning, Pa.-based Rosebud was not in a hurry to get the permit, he said, adding that the company now may be planning to develop the property sometime in 2018.

"We've had that application for a while," Heavilin said about Stautner. "[Rosebud] hadn't been pushing anything, but now they are, all of a sudden, they want it."

In a brief interview Dec. 7, Rosebud Vice President Jim Barker declined to discuss his company's plans for Stautner. The mine would produce coal from the No. 6A seam.

The Carrollton Warrior permit covers 7,541.9 underground acres. The mine would produce coal from the No. 6 seam. Production levels were not disclosed, but most of Rosebud's underground mines produce less than 1 million tons annually. Including the Stautner permit, Rosebud will have been permitted for at least 30 to 35 additional years of mining in Ohio, according to Heavilin. The privately owned company typically produces about 7 million tons annually in Ohio and Pennsylvania, but currently has several mines idled.
