Power

* Santee Cooper will retire all four units at the 1,150-MW Winyah coal-fired plant, as South Carolina's largest power provider looks to shift its generation toward less carbon-intensive resources.

* The Los Angeles Department of Water and Power board approved two power purchase agreements with 8minute Solar Energy LLC's planned Eland solar and storage system in Kern County, Calif. The project would be capable of producing 400 MW of solar energy and storing up to 1,200 MWh of energy.

* Canadian power plant owner Northland Power Inc.'s planned move into the regulated utilities market with a C$1.05 billion purchase of Colombia's Empresa de Energía de Boyacá ESP is designed to provide a stable source of income to bolster its generation-only revenues, CEO Mike Crawley said.

* Japan's Nuclear Regulation Authority plans to reinvestigate the 2011 Fukushima nuclear disaster, according to Reuters.

Natural gas

* A federal appeals court had questions about the grant of eminent domain authority to a Midwest natural gas pipeline with Canadian customers, and now the proposed Jordan Cove LNG export terminal in Oregon and related 232-mile Pacific Connector project could be at the center of the next battle over use of the legal power by companies involved in export.

* The 3rd U.S. Circuit Court of Appeals in Philadelphia ruled that PennEast Pipeline Co. LLC cannot use eminent domain to acquire state-owned properties to build a natural gas pipeline through parts of Pennsylvania and New Jersey, The Associated Press reported.

* Pennsylvania's second-highest appeals court told state regulators to dismiss a complaint and dissolve a petition for emergency relief lodged by Sen. Andrew Dinniman challenging the construction of Sunoco Pipeline LP's Mariner East pipeline system, citing a lack of legal standing.

* Sundance Energy Australia Ltd. has decided to re-domicile from Australia to the U.S. As part of the move, the independent energy exploration company will transfer its primary listing to Nasdaq and will cease trading on the Australian Securities Exchange.

* Calgary-based Obsidian Energy Ltd. has initiated a formal process to explore strategic alternatives, which may include a corporate sale, merger or asset sales.

Oil

* Executives at a Philadelphia refinery received nearly $4.5 million in retention bonuses after the company decided to shut down the facility in the wake of a June 21 fire and explosion that destroyed one of the complex's alkylation units.

* The Alberta government launched a challenge to Bill C-69, saying it is in violation of the constitutional jurisdiction of provinces and territories to "control the development of their natural resources."

* Separately, the Alberta government approved MEG Energy Corp.'s Surmont project, which will produce approximately 120,000 barrels of bitumen per day.

* Buckeye Partners LP has partially resumed operations at its Buckeye Bahamas Hub following Hurricane Dorian.

* The management of Callon Petroleum Co. fired back at a major critic of its planned acquisition of Carrizo Oil & Gas Inc. on Sept. 9, saying the merger would maximize shareholder value.

* The Trump administration is seeking for the dismissal of a lawsuit filed by Native American tribes to block the proposed Keystone XL oil pipeline, according to the AP.

* BP PLC plans to deploy continuous measurement of methane emissions in its future oil and gas processing projects.

* The White House is set to meet today with executives of renewable fuel producers, including Louis Dreyfus Co. BV, Renewable Biofuels Inc. and Renewable Energy Group Inc., to discuss a plan to increase biofuel blending mandates, Bloomberg News reported, citing people familiar with the matter.

Coal

* The U.S. Energy Information Administration trimmed expectations for domestic coal production in 2019 by about 2.0% compared to an outlook released in August.

* The Montana Supreme Court overturned a decision by a lower court to reject a water pollution permit for the Rosebud Strip mine, according to the AP.
