FirstEnergy to procure service for percentage of income payment plan customers

Three Ohio utilities of FirstEnergy Corp. are seeking proposals to procure full requirements service for their percentage of income payment plan customers.

The winning bidder will be required to serve all of the percentage of income payment plan, or PIPP, load in the PJM Interconnection market for the 12-month delivery period June 2019 through May 2020. FirstEnergy's Ohio utilities include Cleveland Electric Illuminating Co., Toledo Edison Co. and Ohio Edison Co.

The request for proposals is open to only Public Utilities Commission of Ohio-certified competitive retail electric service providers. CRA International Inc. will conduct the auction process, according to a Jan. 3 news release. An information session for prospective bidders is scheduled for Jan. 9.

The utilities are conducting the auction pursuant to Ohio regulators' finding and order on procurements for PIPP customers, which was issued on March 2, 2016. (Case No. 16-247-EL-UNC)

The percentage of income payment plan provides a payment arrangement for eligible Ohioans' to manage their utility bills based on a percentage of their household income. The program is available to customers of regulated gas and electric companies in Ohio.

PIPP supplier applications are due until Jan. 25. Bids from registered bidders will be submitted Feb. 4. Additional information about the auction process can be found at
