Florida Gas seeks immediate FERC action on Gulf Coast expansion

Florida Gas Transmission Co. LLC asked the Federal Energy Regulatory Commission to approve a 275-MMcf/d natural gas expansion project on the Texas Gulf Coast by the end of the year in order to meet shipper requirements.

Florida Gas requested that the commission issue an order for the East-West bidirectional expansion project at the earliest possible date this month. The Citrus Corp. subsidiary estimated that construction activities would last approximately three months, and one of the project shippers has contracted for an April 1, 2018, service date. Citrus Corp. is owned by Kinder Morgan Inc. and Energy Transfer Partners LP subsidiaries.

"It is vital that the commission immediately act on Florida Gas's application ... so that we can commence construction to meet our customers' contracted-for capacity requirements," Florida Gas Vice President Michael Langston said in the Dec. 8 letter.

The project shipper with the April 2018 service date, Shell Energy North America (US) LP, is serving the Motiva plant, the largest gasoline refinery in the U.S., according to the Florida Gas request. The plant's current gas suppliers will remove pipelines from service to perform integrity testing in the summer, and gas deliveries could be interrupted. The East-West project would prevent outages at the plant.

Jera Energy America LLC is also listed as a project shipper. It has contracted for capacity at the Freeport LNG Development LP export project on the Texas Coast.

Florida Gas filed an application for the $68.9 million gas pipeline expansion project on Oct. 31, 2016. The project, which would be built in Louisiana and Texas, would include 24.7 miles of new lateral and connection pipeline, four new meter stations, and modifications to system piping at a compressor station that would allow bidirectional flow on the Florida Gas mainline. FERC staff issued a positive environmental assessment for the project on Oct. 20. (FERC docket CP17-8)
