FERC gives OK for service on Impulsora Pipeline border-crossing facility

The Federal Energy Regulatory Commission granted Impulsora Pipeline LLC permission to enter into service the border-crossing section of a natural gas pipeline between the U.S. and Mexico.

Once in service, the project will be able to transport up to 504,000 MMBtu/d of gas between the two countries. The 36-inch-diameter pipeline will terminate at the U.S.-Mexico border, where a Mexican pipeline, Midstream De Mexico S. De RL De CV, will receive and deliver the gas for the Comisión Federal de ElectricidadComisión Federal de ElectricidadComisión Federal de Electricidad Mexico's state-owned electric utility. Impulsora and Comision Federal de Electricidad have a service agreement for up to all of the project's gas transportation capacity.

The project's original form, approved by FERC in May 2015, would have consisted of two 1,400-foot-long pipelines, one measuring 36 inches in diameter and the second measuring 12 inches in diameter. Impulsora later decided it only needed the 36-inch pipeline to provide the transportation service, and in June 2016, FERC amended the original order to reflect the reduced capacity.

Impulsora is a wholly owned entity of Nueva Era Pipeline LLC, which is owned by affiliates of Howard Midstream Energy Partners LLC and Grupo Clisa. (FERC dockets CP14-513, CP16-70)
