Navigators International has opened a location in Madrid and appointed Carlos Peña Kaiser country manager for Spain.

The business will serve Spain-domiciled companies through its newly capitalized retail insurer, Navigators International Insurance Co. Ltd.

Previously, Peña Kaiser served as head of underwriting and middle-market operations at W. R. Berkley Corp.

Navigators International is the international underwriting segment of Navigators Group Inc.
