Bay State Wind submits bid to Mass. utilities' call for offshore wind projects

Bay State Wind LLC submitted its bid for a group of Massachusetts utilities' call for offshore wind project proposals, vying to build the state's first offshore wind project.

Bay State Wind, a partnership between Danish developer Ørsted A/S and New England utility Eversource Energy, said on Dec. 20 that it filed its proposal to Eversource, Unitil Corp. and National Grid USA, the three utilities that created a joint request for proposal for building up to 800 MW in offshore wind capacity off the coast of New Bedford, Mass.

In addition to 800 MW of offshore wind power, the Bay State Offshore Wind project will include a 55-MW battery storage solution to ensure power during peak hours. The project would power 500,000 homes and deliver $300 million in annual energy savings, according to Bay State Wind.

"Bay State Wind is the most experienced, dependable partner to help Massachusetts realize its ambitions of becoming the hub for offshore wind development in North America," Thomas Brostrøm, president of Ørsted's North America operations, said in a statement. "This project is poised to be the most technologically advanced offshore wind farm providing energy at the lowest cost to consumers, all while bringing significant environmental and community benefits."

But Bay State Wind will also need to beat out other developers that said they would submit bids for offshore wind projects. Avangrid Renewables LLC's Vineyard Wind plans to submit a bid by Dec. 20 after it added two industry veterans to lead the Vineyard Offshore Wind Project. Deepwater Wind, which built the country's first offshore wind farm, said it also intends to submit a bid.

In 2016, Massachusetts Gov. Charlie Baker signed a 2,800-MW clean energy mandate into law, which requires distribution companies to solicit 15- to 20-year-long contracts for 1,600 MW of offshore wind.
