S&P Global Market Intelligence presents a daily summary of ratings actions on European, Middle Eastern and African financial institutions and economies.

EUROPE

* Moody's affirmed Kazakhstan's long-term foreign- and local-currency issuer ratings at Baa3 and changed the outlook to positive from stable. The agency also affirmed the country's Baa3 foreign currency senior unsecured debt rating. The outlook change stems from the agency's assessment that the country's economic resilience will continue to rise.

* Moody's assigned ING Bank Śląski SA's mortgage unit ING Bank Hipoteczny Baa1/Prime-2 long- and short-term issuer ratings, with a stable outlook on the long-term rating. The rating agency also assigned the Polish lender A2/Prime-1 long- and short-term counterparty risk ratings and A2(cr)/Prime-1(cr) long- and short-term counterparty risk assessments.
