FERC OKs service at Elba Island; Sabine Pass pipe expansion gets permit

FERC clears Elba Island LNG export terminal to enter commercial service

Kinder Morgan Inc. received authorization from federal regulators for the Elba Island LNG export terminal in Georgia to start commercial operations. Kinder Morgan units Elba Liquefaction Co. LLC and Southern LNG Co. LLC asked for the approval earlier that day. They told the agency that the facility near Savannah, Ga., had completed necessary tests after an interruption earlier in the month caused by a threat from Hurricane Dorian, which forced Kinder Morgan to temporarily evacuate workers.

FERC conditionally clears project to move 400,000 Dth/d more gas to Sabine Pass

Natural Gas Pipeline Co. of America LLC received federal approval to build its proposed compressor station that would bolster gas access at Cheniere Energy Inc.'s Sabine Pass LNG export terminal in Louisiana, on a number of conditions. The Federal Energy Regulatory Commission on Sept. 30 issued the certificate order to the Sabine Pass compression project, which involves building a 22,490-horsepower compressor station that would enable Natural Gas Pipeline Co. of America, or NGPL, to deliver an additional 400,000 Dth/d of gas to the Sabine Pass terminal.

Trump nominates FERC lawyer James Danly to fill 1 of 2 open seats

President Donald Trump on Sept. 30 nominated Federal Energy Regulatory Commission General Counsel James Danly to fill one of the two vacant seats at the agency. Danly's confirmation would add another Republican to FERC's current 2-1 GOP majority, potentially giving the commission even more leeway to greenlight a raft of proposed natural gas infrastructure projects.

FERC approves Plaquemines LNG export terminal

The Federal Energy Regulatory Commission approved Venture Global LNG's proposed Plaquemines LNG export facility and the associated Gator Express pipeline project in a party-line vote Sept. 30. The Plaquemines LNG terminal would be built along the Mississippi River in Plaquemines Parish, La., with a nameplate LNG production capacity of about 20 million tonnes per annum.

FERC denies Panhandle Eastern's request to drop commission's rate investigation

The Federal Energy Regulatory Commission denied Panhandle Eastern Pipe Line Co. LP's motion to drop a rate investigation against it, and the commission accepted and suspended tariff records proposed by the company for its natural gas transmission and storage services. On Jan. 16, FERC announced Section 5 rate investigations into Panhandle Eastern, Bear Creek Storage Co. and Northern Natural Gas Co. to determine if the companies had charged unreasonable rates.

FERC failed to use its authority to review LNG export facility, green group says

The Federal Energy Regulatory Commission failed to exercise its jurisdictional authority over a proposed Gibbstown LNG port on the Delaware River in New Jersey, according to an environmental group citing nonpublic documents obtained from FERC. "There was no indication that FERC staff had independently verified the details asserted to them regarding the facility nor that they had received any meaningful, detailed, or verifiable documents confirming the characterization presented to them," according to a Sept. 27 Delaware Riverkeeper news release.

Gulf South, Enable Gas seek to transfer last bit of storage field to Gulf South

Natural gas transportation companies Enable Gas Transmission LLC and Gulf South Pipeline Co. LP asked the Federal Energy Regulatory Commission for authorizations that would let Enable sell its interest in the Bistineau natural gas storage facility to Gulf South. The two companies asked the commission to let Enable sell its interest and its gas in the Louisiana facility, allow Gulf South to buy the interest and gas, and let the companies exchange related service authorizations and make related tariff adjustments.
