Frequency change for metals: steel EMEA revised

The proposed change for SB01233 Slab Black Sea Exp FOB Mthly to a weekly frequency has been postponed and the code frequency change announced on January 30, 2015 has been reverted back to monthly.

The effective date for the frequency change is April 2, 2015.
